Abstract
The Goals of the National Land Use Plan for the period 2021 - 2030, with a vision to 2050 and the 5-year National Land Use Plan 2021 - 2025 include: a) Ensuring the demand for land use for the implementation of the 10-year socio-economic development strategy 2021-2030, the 5-year socio-economic development plan 2021-2025. Reasonable and economical allocation, efficient land resources for sectors, fields and localities in socio-economic development, defense and security assurance, associated with environmental protection, adaptation to climate change; creating a foundation for our country to become a developed, high-income country by 2045; b) Arranging land fund to meet the requirements of developing a synchronous infrastructure system, ensuring the connection of inter-sectoral and inter-regional development space, economic corridors and development driving regions of the country; stabilize 3.5 million hectares of rice land; ensure a stable forest cover rate at 42 - 43%; c) Reclaim, restore, encroach on the sea, put unused land into use; limit land degradation; renovate and restore degraded land areas in association with environmental protection and sustainable development.
To achieve the Goals, tasks have been proposed in the policy document, including: The land use space shall be allocated based on the potential of agro-ecological zones, advantages of coastal economic corridors and 6 socio-economic zones, ensuring the balance of food security requirements, millennium target on environment, culture, national defense and security; ensure the balance of the natural ecosystem; Develop areas of high-quality rice, high-tech agriculture, and clean agriculture in the Red River Delta region; to step up the agricultural product processing industry and the consumer goods production industry in the southern region of the region; Accelerate digital transformation, strive to complete and connect the land information system and national land database by 2025, including data on management planning manage and update changes to each land parcel, publicly and transparently, creating conditions for people and businesses to access information and data on land use master plans and plans; Ensure resources, especially financial resources, to perfect the land information system and the national land database in a centralized and unified manner; ensure resources to fulfill the targets in the land use planning; To rationally and effectively exploit unused land and alluvial land along rivers and along the coast for forest development and green tree development in urban centers and industrial parks; strictly manage natural forests, special-use forests and protection forests; Promote and encourage the development of urban centers, industrial parks, and export processing zones according to the circular model with low greenhouse gas emissions, ensuring land fund for the development of inter-regional waste treatment and recycling zones; Select advanced and low-emission technologies in attracting projects using land with environmentally sensitive areas; Relocating places, residential areas, production facilities out of areas and areas at risk of natural disasters, geological hazards, landslides and subsidence; Strengthening solutions to improve and protect the environment of land, water and biodiversity, especially for degraded agricultural production land; prevent and minimize land degradation and soil pollution; etc.
