Abstract
This Resolution No. 53/NQCP on Measures to Encourage and Facilitate Businesses to Invest in Agriculture in an Effective, Safe and Sustainable Manner is a policy document at national covering the period of 2019-2030. Vision to 2030 is set up as: 1. To develop agriculture in the direction of modernity and sustainability; produce large goods, apply science and technology, innovate to increase productivity, quality, efficiency and competitiveness; improve and increasingly raise the living standards of farmers; modern civilized rural construction. 2. By 2030, Vietnam's agriculture will be among the 15 most developed countries in the world, in which the agricultural product processing industry will be among the top 10 countries in the world. Vietnam is a deep processing center of world agriculture, a logistics center of global agricultural trade. 3. Agricultural enterprises are identified as having the role of "pillars" in promoting the development of agricultural production in our country towards commodity production, improving the competitiveness of Vietnamese agricultural products.
To achieve the Vision to 2030, the policy document sets up the following specific targets by 2030: 1. The growth rate of agricultural, forestry and fishery production value is about 3.0%/year. 2. The growth rate of export turnover of agriculture, forestry and fishery will reach about 6%-8%/year. 3. By 2030, there will be 80,000 to 100,000 enterprises with effective business investment activities in the agricultural sector, of which about 3,000 to 4,000 are large-scale enterprises and 6,000 to 8,000 medium-sized enterprises.
The main tasks are proposed in the policy document, including: 1. Continue to perfect institutions and reform administrative procedures; sharply cut barriers on business conditions in agriculture, creating attractiveness for enterprises to invest in agriculture; 2. To develop production, processing and consumption of agricultural products in conformity with market demands, plans and strategies for the development of the agricultural sector; 3. Renovate the mechanism to support enterprises in market expansion promotion, step by step take the initiative in the market; 4. Improve credit policies for agricultural projects in the direction of supporting and encouraging investment in the agricultural sector; 5. The Ministry of Finance shall assume the prime responsibility for, and coordinate with ministries, branches and localities in, studying, proposing and adjusting tax policies reasonably in order to encourage enterprises to invest in agriculture and ensure the stability of macro policies; 6. Formulate and perfect policies to create favorable conditions for enterprises to access and apply scientific research results and modern advanced technologies to serve production and business in agriculture; make the most of the opportunities of the 4.0 industrial revolution for outstanding, efficient and sustainable agricultural development; 7. To perfect the operating mechanism for the land use right market, to create a synchronous mechanism for the development of the agricultural land use right market; urgently study a pilot mechanism on land accumulation and concentration, ensuring the harmony of interests of the State, farmers and enterprises; 8. Develop and improve the quality of human resources to serve production and business activities of enterprises in agriculture; etc.
