Abstract
The overall objectives of this Resolation include: to renovate and improve institutions and policies, improve the effectiveness and efficiency of land management and use; the land resources will be managed, exploited and used in the most economical, sustainable and efficient manner; to meet the requirements of promoting industrialization, modernization, equity and social stability; to ensure national defense and security; to strengthen environmental protection, adaptation to climate change; the real estate market, including the land use right market, will become a rational, fair and efficient land allocation channel; the legal system on land will be basically completed synchronously and consistently, in line with the institutional development of a socialist-oriented market economy; etc.
In order to achieve the overall objectives, the specific objectives are set up in the policy document: By 2025, amendments to the 2013 Land Law and a number of related laws must be completed; to complet the construction of a digital database and national information system on land in a centralized, unified, synchronous, multipurpose and inter-connected manner.; to complete the organizational structure of the state management of land; to promote appropriate decentralization along with a mechanism for checking, monitoring and controlling power; to basically solve the shortcomings and problems related to the management and use of land originating from stateowned agricultural and forestry farms; to ensure national food security; etc.
The tasks and solutions are proposed in the policy document, including: renovating and improving the quality of land use plannings; Finalising the regulations on land allocation, land lease, the change of land use purpose, etc; Improving the land price determination mechanism; Perfecting financial mechanisms and policies on land; Completing mechanisms and policies on management and use of agricultural land; etc.
