Abstract
This Scheme for Developing Organic Agriculture in the Period 2020-2030 is a policy document at national level. The policy document sets up the following overall goal: Develop organic agriculture with high added value, sustainable, eco-friendly, associated with circular agricultural economy for domestic consumption and export. Certified organic agricultural products in accordance with regional and international organic agricultural standards; making Vietnam become a country with the level of organic agricultural production on par with advanced countries in the world.
The Plan sets up the following specific goals to be achieved by 2030: 1. The area of agricultural land group for organic production is about 2.5 - 3% of the total area of agricultural land group. 2. The area of organic farming land is about 2% of the total arable land with the main crops: rice, vegetables of all kinds, fruit trees, tea, pepper, coffee, cashew, coconut. 3. The percentage of organic livestock products is about 2-3% of the total domestic production of livestock products. Certified organic livestock products include: Milk, honey products, bird's nest products, poultry meat. 4. The area of organic aquaculture will reach about 1.5-3% of the total area of aquaculture, in which a number of special aquatic species have economic value: brackish water shrimp, giant freshwater shrimp, aquatic species local produce. 5. The production area of organic nutrient salts accounts for over 10% of the total nutritional salt production area. 6. For medicinal and non-timber forest products from nature, the ratio of organic production to total output is about 95 - 98%, for intensive farming (using the forest environment for production) the rate is about 95 - 98%. The ratio of organic production to total production is about 80-85%. - Product value per hectare of organic farming and aquaculture land is 1.5 - 1.8 times higher than that of non-organic production.
The main tasks and solutions are proposed in the Plan, including: 1. Develop concentrated organic agricultural production areas by building a distribution system along the value chain from production and processing in association with the organic product consumption market, identifing areas with potential strengths in the production of organic agricultural products to encourage businesses, cooperatives and people who have demand to produce organic agricultural products to invest in production; 2. Management of certified organic plant, animal and aquatic product varieties in accordance with organic agricultural standards; 3. Strictly manage input materials used in organic production: fertilizers, pesticides, veterinary drugs, preservatives, additives; 4. Manage organic farming processes, organic livestock and aquatic product care processes; 5. Establish a traceability system for organic products at each stage of production, processing and consumption; 6. Improve institutions, mechanisms and policies for the development of organic agriculture; 7. Promote scientific research and technology transfer, international cooperation; etc.
