Abstract
This Scheme for Preventing Illegal, Unreported, and Unregulated Fishing until 2025 is a national policy document covering the period of 2022-2025. The overall objectives of the policy are: simultaneously and effectively implement regulations on aquaculture; focus on implementing regulations on preventing illegal, unreported, and unregulated fishing (IUU fishing); preventing, mitigating, and eliminating IUU fishing, removing “Yellow card" warning of European Commission; managing fishing and protection of fishery resources, marine ecosystems, developing Vietnamese fishing profession sustainably, assuming responsibilities, implementing international integration, improving livelihood of coastal inhabitants, ensuring national security, protecting sovereignty over the sea and islands.
In order to achieve the overall objectives, specific objectives are identified, including: 1 Marking and installing tracking devices on all fishing vessels with at least 15 m in length. 2. All fishing vessels with at least 15 m in length prior to leaving port must be inspected for adequate documents and equipment as per the law. 3. All fishing vessels with at least 15 m in length must be monitored and supervised via vessel monitoring system when working at sea and inspected, examined at port. 4. All domestic fishing products upon being unloaded to fishing ports must be inspected and supervised as per the law. 5. All foreign fishing products upon arrival at Vietnam’s ports must be inspected and supervised in accordance with the Agreement on Port State Measures (PSMA) of FAO-2009. 6. Prevent illegal fishing activities of Vietnamese fishing vessels and fishermen in foreign waters and prevent repetition in following years. 7. Prevent, minimize, and eliminate IUU warning in order to remove “Yellow card” warning of EC.
The tasks and solutions are proposed in the Policy in the following aspects: improvement of capacity and effectiveness of patrol, inspection, and investigation at sea of fisheries surveillance and other relevant authorities; the management of fleets, fishing intensity, monitoring, inspection, and control of fishing vessels; law enforcement and penalties for IUU fishing; traceability of fishery products; implementation of international treaties and international cooperation; investment, upgrade, and completion of fishing infrastructures and improvement of organization, resources, and equipment at fishing ports; etc. Regarding to implementation of international treaties and international cooperation, the tasks and solutions include: Finalize documents and join the Convention No. 188 of the International Labor Organization; Promote negotiation and complete procedures for becoming an official member of the Western and Central Pacific Fisheries Commission (WCPFC); Comply with solutions for managing, preserving, and sustainably utilizing marine resources in accordance with the International Convention on Law on the Sea 1982 and United Nations Fish Stocks Agreement (UNFSA); Develop plans for implementing UNFSA; etc.
