Abstract
This Strategic Plan presents a detailed and deliberate articulation of Vanuatu’s day to day operational priorities in reducing present and future climate risks, while maximizing long-term gains in development. The Strategic Plan 2021 – 2023 sets out an “interwoven approach” to resilient development that seeks to deepen engagement between different actors, from governments, to civil society organizations, to the private sector and to the individual citizens. The Strategy vision is a austainable and climate resilient Vanuatu while its mission is to promote an enabling environment encompassing climate governance, adaptation and mitigation approaches via inclusive and equitable services. The Department of Climate Change (DoCC) strategic goals have been classified into twelve priorities and grouped under three categories for Systems, Themes and Cross-Cutting. In the Systems category the issues of governance, finance and knowledge and information are discussed. Themes is designed to consider the climate change adaptation, low carbon development (mitigation), and response and recovery topics. Cross-Cutting category deals with mainstreaming climate change, capacity building, gender equality and other vulnerable group inclusion, partnership development, information and data sharing and monitoring and evaluation.
The Plan requires for a pristine natural environment on land and sea that continues to serve people's food, cultural, economic and ecological needs, and ensures enhanced resilience and adaptive capacity to climate change and natural disasters. The Plan , among others, covers Strategic Priorities and Actions; Strategic Action Plan and Results Framework (2021-2023); DoCC’s Integrated Approach for Planning and Budgeting Process; Monitoring and Evaluation; Proposed Revenue Generation Options; and The DoCC Organogram. The text has 3 Annexes.
