Abstract
Amendments of the Principal Act relate to definitions, powers of the Minister to enter into bilateral or multilateral access, enforcement or harmonization of licensing agreements and, in relation to possible agreements, licences for foreign fishing vessels. Section 6 of the Principal Act is repealed and replaced by a new section which provides for regulation making powers of the Minister for the purpose of giving effect to any agreement or arrangement concerning enforcement or harmonization of licences or a regional fisheries agreement. The Minister may enter into agreements or arrangements providing for an observer programme pursuant to a regional fisheries agreement. Observers not being nationals of Vanuatu shall be accorded "national treatment".
