Abstract
This Act is divided into several parts: (i) preliminary matters; (ii) maritime regulator; (iii) international maritime conventions or agreements; (iv) regulation of ports; (v) financial matters; (vi) enforcement and offences; (vii) maritime appeals tribunal, (viii) regulations, rules and standards; (ix) miscellaneous. Its objectives are to: impose a maritime safety regime throughout Vanuatu to ensure the safety of vessels, their crews and passengers; ensure effective regulation of ports and port facilities; enshrine the principles of independence and best practice in relation to the regulation of the maritime sector; and promote the security of shipping and port operations.
