Abstract
This Act provides for the governance rules on municipal councils, procedure of election, meetings, locations, financial and administration arrangements. Part 6 of the text refers to the duties and powers of the councils including safeguarding public health, control and manage lease of lands, providing educational, medical and health services. The text further sets out that a council may enter into contracts for the purpose of any works, services or other matters which it is required or empowered to undertake, carry out or manage. Part 7 of the Act provides rules for acquisition of interests in land, sale and lease of interests in land, control of roads and streets. The text further lays out for inspection, disallowance, surcharge and suspension and reduction or refund of grants. The text consists of 69 Articles divided into 11 parts.
