Abstract
Vanuatu 2030 The Peoples Plan is the Vanuatu National Sustainable Development Plan for the period 2016 to 2030, and serves as the country's highest level policy framework. The NSDP outlines the national sustainable development goals and policy objectives in order to translate the 2030 national vision of a stable, sustainable and prosperous Vanuatu into specific priorities to be acted upon. This is complemented by the Monitoring and Evaluation Framework for the NSDP, which details the processes necessary to ensure the goals and policy objectives are embedded across every part of government and its partnerships with civil society, the private sector and development agencies. It also outlines the process to ensure that there will be regular tracking and reporting on progress towards achieving the national vision through the implementation of plans throughout Vanuatu.
One of the goals of the policy is to help eliminate food insecurity and malnutrition for all Vanuatu people through the increase in sustainable food production systems and improvement of household production. This will be achieved through increasing agricultural and fisheries food production using sustainable practices, promoting aelan kaikai as a key part of a sustainable and nutritionally balanced diet, reducing reliance on food imports through import substitution for food products that can be produced domestically, improving access to appropriate technology, knowledge and skills in food production, preservation and storage, and enhancing traditional agricultural practices, focusing on disaster risk reduction and climate change adaptation. All of the above will also enable the development of more inclusive and efficient agricultural and food systems.
Further, the policy seeks to make agriculture, forestry, and fisheries more productive and sustainable through low impact industries and modern technologies to ensure the well-being of future generations. To this end, increased access to knowledge, expertise and technology will be supported together with new infrastructure development activities that cause minimal disturbance to the natural land and marine environment. Further, renewable sources of energy will be promoted, and waste and pollution will be reduced through effective waste management and pollution control techniques. Adequate financial resources will be committed to support the above.
To reduce rural poverty, special focus will be paid to create a strong rural economy that creates opportunities and enables the development of rural communities. A broad-based growth will be promoted by strengthening linkages between tourism, infrastructure, agriculture and industry in rural areas and deepening the integration of the tourism sector into the rural economy to spread opportunities to rural communities. The government will finance the improvement of access to markets through quality infrastructure, utilities, storage and processing facilities in rural areas. The collection, analysis and dissemination of market data will be improved as will be the provision of government services in rural areas including extension services.
Increasing the resilience of livelihoods to disasters is also amongst the objectives of this strategy. To this end, climate change and disaster risk governance will be institutionalized and public will be educated through awareness campaigns. The monitoring and early warning systems will be improved and post-disaster systems in planning, preparedness, response and recovery will be strengthened. Financing for climate change adaptation and disaster risk management will also be made available.
Regarding governance, the Department of Strategic Policy, Planning and Aid Coordination in coordination with the Vanuatu National Statistics Office and other key government agencies are responsible for monitoring and evaluation of Vanuatu 2030 the National Sustainable Development Plan for 2016 – 2030.
