Abstract
The Overarching Productive Sector Policy (OPSP) 2025–2030 is Vanuatu’s national framework guiding the development of the agriculture and agro-industry sector, including crops, livestock, forestry, aquaculture, and inland fisheries. It updates the 2012 OPSP and aligns with the country’s National Sustainable Development Plan (NSDP) 2016–2030 and related policies on climate change, food security, biodiversity, trade, gender equality, and infrastructure. The policy envisions a coordinated, resilient productive sector that sustainably provides food and income while protecting natural resources and cultural traditions. Its overall goal is to revitalize the primary productive sector to support economic growth, improve food security, ensure sustainable resource management, and promote gender equity and inclusion of youth and vulnerable groups.
The OPSP is organized around five development outcomes: increasing commodity production and market access; strengthening quality and food safety systems; improving national food security; addressing environmental sustainability, climate change, and disaster risks; and enhancing governance, institutional coordination, and social inclusion. Key actions include boosting productivity and value addition for priority commodities, strengthening market infrastructure and producer organizations, improving inspection, certification, and biosecurity systems, and promoting sustainable and diversified food production. The policy also emphasizes climate-smart practices, ecosystem protection, and stronger institutional collaboration, while integrating gender equality and youth empowerment across programs. Additional measures include a workplace policy promoting safe and respectful environments and a risk framework addressing challenges such as funding constraints, climate impacts, limited institutional capacity, market volatility, land tenure issues, and biosecurity threats.
