Abstract
This Act amends the Plant Protection Act 1997 so as to introduce the concept of biosecurity. “Biosecurity” means the control by legal and administrative means of pests and diseases affecting animals, plants and their products, in order to avoid adverse effects from such pests and diseases on the economy and health of Vanuatu. Definitions of the Director, the Minister, the Principal Plant Protection Officer, the Department of Agriculture and Horticulture and Quarantine Officers are modified accordingly. This Act also adds a new section (23A) on penalty notices that may be served by a Biosecurity officer (formerly a Quarantine Officer) on a person committing an offence under any provision of the principal Act or Regulations.
