Abstract
This Vanuatu Agriculture Sector Policy establishes that the nation’s agricultural resources are managed in an integrated and sustainable manner to provide food and improved incomes as well as to contribute to environmental and social services to enhance the well-being of all people in Vanuatu. This Sector Policy is structured around thirteen Thematic Areas, each of which is underpinned by one or more Specific Policy Objectives (SO) as follows: SO10. Food Security: Food and nutrition security needs of Vanuatu adequately met by all stakeholders (increasing production of sufficient and nutritionally adequate food at national level, and improving access to and availability of sufficient, safe and nutritionally adequate food); SO13. Gender and Vulnerable Groups: Equal opportunities in agriculture development (mainstreaming gender and support women, youths and vulnerable groups in all agriculture initiatives).
SO1. Institutional Setup and Compliance: Orderly agriculture sector Extension and Training (establishing and strengthening institutions responsible for enacting, administering and enforcing the agriculture sector policies and legislation); SO2. Qualified and competent agriculture workforce: Widespread coverage of agriculture information (through training to all workers in the agriculture sector); SO3. Finance: Accessible agriculture credit (develop capacity of farmers and local investors to access agriculture credit); SO4. Agriculture Land Use: Vanuatu agriculture land appropriately allocated according to land use policy (developing and implementing land use policies and plans); SO8. Environmental Protection and Sustainable Farming: Environmentally friendly agriculture and Agriculture soils improved and conserved (through sustainable farming practices such as agro-forestry and soil improvement technologies in all agriculture practices); encouraging and engaging participation of women, youths and vulnerable groups in all agriculture practices (DWA, NGOs, DARD, CSO, Provinces, Development Partners).
The Policy also deals with the access by farmers to agricultural extension services extension or capacity building;
SO5. Agriculture Investment Specific Objective: Agriculture sector the leading domestic and foreign direct investment option (enforcing agriculture investment policies and legislation); SO6. Research and Development: Quality and productive agriculture produce (conserving genetic resources and materials); SO7. Planting Materials, Tools and Agricultural Inputs: Agricultural seeds, planting materials and inputs readily available and accessible (establishing appropriate centres for planting materials and inputs in all provinces); SO9. Production and Market Access: Sufficient and surplus agriculture outputs Stakeholders income and revenue base increased (increasing productivity of agricultural products through engagement of all stakeholders, mechanisation and technology); SO11. Employment: Agriculture sector the most attractive national employer (establishing commercial farms and processing, value-adding and marketing enterprises);
SO12. Climate Variability, Climate Change and Disaster Risk Reduction: Disaster and climate resilient agriculture (mainstreaming climate variability, climate change and disaster risk reduction using adaptation and mitigation strategies in all agriculture initiatives and developments);
