Abstract
The Aid Management Policy (AMP) of the Government of Vanuatu provides a framework for coordinating, negotiating, and managing external development assistance to align with national priorities in Vanuatu 2030: The People’s Plan (NSDP). It situates aid within national planning instruments and international commitments to aid effectiveness, aiming to improve the attraction, use, and impact of external resources while strengthening government leadership, coordination, transparency, and accountability. The policy outlines principles such as national ownership, results focus, inclusive partnerships, transparency, mutual accountability, and zero tolerance for corruption, and establishes an assistance modalities ranging from direct budget support to disaster/emergency aid. It defines institutional roles, line ministries, provincial governments, NGOs, and advisory boards, and sets out implementation arrangements. The AMP also identifies risks, review and capacity-building for use of development assistance.
