Abstract
The Vanuatu Loss and Damage Policy and Implementation Roadmap (2025–2030) outlines how the country will address the severe and compounding impacts of climate change. Vanuatu, despite contributing negligibly to global greenhouse gas emissions, is one of the most climate-vulnerable nations in the world, facing cyclones, droughts, sea-level rise, and ocean acidification. The policy recognizes both economic damages—such as destruction of infrastructure, housing, and agriculture—and non-economic losses like displacement, erosion of cultural heritage, and threats to human rights. It also emphasizes the limits of adaptation, acknowledging that even with significant investments, climate extremes can overwhelm resilience measures.
The roadmap provides a governance framework to guide responses to climate loss and damage, strengthening national systems, ensuring access to international climate finance, and promoting locally led, culturally appropriate solutions.
