Abstract
The Vanuatu NDC Forest Investment Strategy and Project Pipeline outlines the country’s forestry sector priorities to addressing greenhouse gas mitigation. It assesses forest extent, condition, economic roles, deforestation trends, drivers of forest loss, and relevant policies, legal frameworks, and institutional stakeholders. The strategy prioritizes seven forestry actions for 2025–2035—afforestation/reforestation; forest and landscape restoration (including mangroves and wetlands); agroforestry and windbreaks; improved sustainable forest management; national forest information systems and inventories; sustainable timber value chains; and expanded forest research—detailing mitigation/adaptation potential, costs, beneficiaries, SDG linkages, finance needs, and technical partners. Enabling measures include capacity building, technical assistance, land-use planning, benefit-sharing, and carbon rights clarification. Implementation is structured via financing pathways, timelines, and monitoring frameworks, with assigned roles for ministries, provincial governments, research institutions, and communities. Constraints such as land tenure disputes, limited investment models, capacity gaps, and weak value chains are addressed through mechanisms like soft loans, blended finance, farmer organizations, and vocational training, while cross-cutting considerations cover gender, social inclusion, environmental safeguards, economic impacts, and sustainable funding via public resources, private investment, and carbon/REDD+ revenues.
