Abstract
Vanuatu’s NDC 3.0 (2025–2035) makes a conditional commitment to deeply decarbonize its energy system, aspiring to achieve 100% renewable electricity generation by 2030 and reducing overall energy‑sector emissions by 30%, contingent on international support. To reach these goals, the strategy includes replacing fossil fuels with locally produced biofuels (notably coconut oil), improving energy efficiency across buildings and appliances, and greening the transport sector through electric mobility, bio‑diesel blending, and tighter emissions standards. In the commercial, institutional, and residential sectors, the NDC targets cleaner cooking, better access to electricity, and more energy-efficient buildings. Waste and land‑use sectors also feature significantly: municipal solid waste and wastewater mitigation actions, as well as reductions from agriculture and livestock, and enhanced forest management, are expected to contribute to a total emissions reduction. Beyond these mitigation efforts, Vanuatu’s NDC 3.0 includes a wide array of adaptation, social, and governance measures. These include actions to strengthen biodiversity and natural ecosystems, protect oceans, and integrate climate justice, human rights, gender inclusion, and indigenous peoples’ participation.
