Abstract
Samoa’s Agriculture and Fisheries Sector Plan is a resilience-driven blueprint for transforming food systems, strengthening nutrition and rural livelihoods, and is raising the sector’s contribution to economic growth through coordinated action, evidence-based planning, and stronger institutions. The plan’s vision is to create a sustainable agriculture and fisheries sector that ensures food, nutrition and income security while delivering prosperity, wealth and resilience for Samoa. The plan operationalizes this vision through five interlinked outcomes—enhancing resilient and sustainable food, agriculture, fisheries and aquaculture systems; increasing food and nutritional security; fostering rural transformation; improving private sector capacity and export performance; and strengthening the enabling environment—each backed by concrete strategies, indicators and a five-year results and resources framework. Implementation is coordinated via a sector-wide governance structure led by the Ministry of Agriculture and Fisheries, while monitoring and evaluation rely on regular reporting, annual reviews, and mid-term and end-of-plan evaluations to adapt investments and policy as conditions change.
