Abstract
The Samoa City Development Strategy (CDS) focuses on strategic land use planning for Apia, aiming to promote sustainable urban growth while addressing climate change, disaster risks, and resource management. The strategy integrates participatory approaches, urban governance improvements, emphasizing the importance of land tenure, social assessments, and environmental preservation. Key recommendations address land use, population trends, economic development, infrastructure, and the management of natural hazards. Implementation involves a structured plan with urban design guidelines, development standards, and a monitoring framework to ensure sustainable city management and adaptation over time. The strategy highlights the importance of managing water resources as part of broader environmental and land use planning considerations, particularly in the context of climate change adaptation and disaster risk reduction. The CDS also addresses land resources as a critical component of urban planning and sustainable development in Apia.
The community's needs were reflected in four strategic goals for Apia's development: creating a unique city, enhancing employment opportunities, improving accessibility and travel connections, and respecting and protecting the natural environment and heritage.
