Abstract
The Community Integrated Management Plan Implementation Guidelines is a national policy document with a multi-sectoral approach. The objectives of the policy are (I) to enhance awareness of hazard risks from the ridge to reef; (II) to improve climate resilience planning and development; and (III) to better adapt, respond and recover from natural disasters and other extreme events, in order to ensure environmentally, socially and economically sustainable communities.
This Policy lays down strategies for climate change adaptation and mitigation in the Alii and Faipule of Faleata East District, including Vaimoso, Lepea and Seesee, Vailoa, Sinamoga, Moamoa, Alafua, Pesega and Lotopa, Tapatapao and Tanumapua, Siusega, Ululoloa, Tuaefu, and Tuanaimato villages, as a Management Plan for the implementation of the Community Integrated Management Strategy. The resilience of infrastructure to the impacts of climate change will be increased by developing drainage systems and water distribution network, updating existing infrastructural policies, and strengthening emergency response access for evacuation. The investments will be attracted to improve water supply network for ensuring the access to clean quality water for inland families. Emergency shelter and services will be developed to improve adaptive response of communities in preparation for natural disasters or extreme events. The safety of communities will be ensured during times of natural disasters by storing emergency supplies including food supplies and water. Community waste management programs will be implemented to improve healthy living and hygiene in communities. The impact of flood during rainy season will be reduced by clearing of all rubbish from culverts and drainage systems to enable quick flow of water into the sea. Waste collection will be strengthened by enforcing fines upon individuals, businesses and families within village that dispose rubbish illegally. The ecological resilience, biodiversity and ecosystem of mangroves will be improved through sustainability of natural resources, protection of coastal resources, and rehabilitation and replanting program. Biodiversity assessment will be conducted to take the stock of marine species diversity inside mangrove ecosystem. Water quality will be tested to determine contamination from land based pollution. Watershed management will be strengthened to improve ecological resilience of forest area, conserve forest biodiversity, and to combat land degradation and mitigate the effect of drought. Vulnerable people in communities, such as elderly, children, disabled and sick women, will be identified for specific care during times of disaster or emergency and the database on vulnerability will be updated.
