Abstract
The Plan focus on strengthening village and district governance systems, improving community‑level data and monitoring frameworks, and expanding income‑generation and employment opportunities through district‑based programmes that support rural livelihoods. The Plan promotes inclusive development for women, youth and persons with disabilities, including registries and mainstreaming tools that intersect with rural development and food‑security objectives, and outlines measures to reduce gender‑based violence and improve social protection—factors that directly affect household resilience. It also incorporates climate‑ and disaster‑risk considerations, aligns with national and international human‑rights obligations, and provides structured implementation arrangements, capacity‑building actions, Information and Communication Technology and Monitoring and Evaluation improvements, and quantitative targets that contribute to stronger governance, community resilience and sustainable development outcomes
