Abstract
The purpose of this Act is to provide a coherent institutional and regulatory framework for the management, planning and coordination of the energy sector or energy related matters (including renewable energy).
The Chief Executive Officer shall continue developing and updating the Samoa Energy Sector Plan within the planning period, for every five (5) years. The functions of the National Energy Coordination Committee include: (a) to assist the Minister in establishing a strong governance framework for the energy sector with clear policies, plans, legislation, institutional and organisational arrangements that are interlinked; and a harmonised and engaging environment for regional and international entities, development partners and investors; (b) to oversee the energy sector management and coordination; etc. The Chief Executive Officer shall be responsible for determining health, safety, security and environmental standards for the importation, storage, distribution and resale of petroleum products within Samoa. In order to sell any petroleum, a licence shall be obtained.
The Act further makes provisions for: functions of Minister and chief executive officer, registration, minimum energy performance standards and labelling, fees, levies and other charges, offences and penalties, etc.
