Abstract
The National Action Plan of Disaster Risk Management is a national policy addressing all stages of disaster risk management with a multi-sectoral approach, including education, health, community, law and justice, public sector, finance, trade and commerce, tourism, agriculture, transport, communications, water, energy, and environment. The timeframe of the Action Plan is 5 years between 2017 and 2021. The overall purpose of the Action Plan is to build resilience to disasters through the principles of sustainable development, good governance and disaster risk management best practice.
Climate change adaptation and mitigation and disaster risk management will be mainstreamed across sectors to ensure sustainability. Public awareness will be raised on disaster risk management to increase resilience. Access to information on disaster risk reduction will be improved for all. In addition to that, the Disaster Risk Management Database will be centralized and will be accessed by all staff of the Disaster Management Office to share information. The coordination, development and implementation activities for disaster risk management will be improved. Needs assessment will be carried out with a focus on vulnerable groups, women and disabled people. In order to ensure preparedness for disasters, evacuation centres will be established in villages with pre-positioned supplies and communication plans will be developed. Emergency Response Manual including all Standard Operating Procedures and information will be developed. Early warning systems will be upgraded and tested monthly to ensure effectiveness. The capacity of the National Emergency Operations Centre will be increased to locate of all staff of the Disaster Management Office. Furthermore, institutional capacity building will be strengthened to manage disaster risk management activities and to lessen the adverse impacts in post-disaster phases. The role of the Response Agencies will be strengthened and the regular meetings will be held by the Disaster Management Office. National risk standards will be developed by the Disaster Advisory Committee. The 2007 Disaster Act will be updated to strengthen the integration of preparedness and prevention. Adaptation for future emergencies will be ensured through whole-of-government template for disaster recovery. Investments will be attracted to strengthen climate change adaptation and disaster risk management including emergency evacuation centers that meet resilience standards. The Damage and Loss Assessment and the Post Disaster Needs Assessment will be conducted for sectors in event of major emergency response. The cooperation between the Emergency services and the Disaster Management Office will be strengthened to effectively coordinate agendas and preparation and prevention activities.
The Disaster Management Office shall monitor the implementation of the National Action Plan for Disaster Risk Management through a Monitoring Evaluation and Learning framework that adopts a sector-wide, whole-of-government and whole-of-society approach. The Sectors and the response agencies as well as the member agencies of the Disaster Advisory Committee will assist in leading the implementation of the National Action Plan for Disaster Risk Management. The Disaster Management Office will provide Secretariat support and advice to the Disaster Advisory Committee, Sectors and response agencies in terms of the implementation of the National Action Plan for Disaster Risk Management.
