Abstract
Samoa’s National Adaptation Plan (Phase 1) provides a national framework for prioritising climate‑adaptation actions, highlighting the country’s vulnerability to sea‑level rise, stronger cyclones, shifting rainfall and temperature patterns and pressure on marine ecosystems. It identifies priority sectors such as agriculture and fisheries, energy, environment, health, tourism and water, sanitation and hygiene, and selects measures through a methodology that weighs climate‑risk reduction, feasibility and social inclusion. Key actions include strengthened community management plans, nature‑based coastal protection, reef and mangrove restoration, resilient water and sanitation systems, renewable and decentralised energy resilience, improved disease surveillance and tourism‑sector preparedness, alongside finance tools to support recovery and investment. The Plan assigns roles across government institutions and sets enabling actions on governance, capacity building, monitoring and learning systems, gender and social inclusion and resource mobilisation, recommending updated community plans, an investment and implementation plan, programmatic clustering of priority actions and improved data and project‑design systems.
