Abstract
The Environment Sector is one of 14 sectors established by the Government of Samoa to coordinate the implementation of its national development agenda. It is tasked with achieving Key Outcomes 13 and 14 from the Strategy for the Development of Samoa, which focus on enhancing environmental sustainability and improving climate and disaster resilience.
The strategy aims to establish a comprehensive five-year communications framework to enhance coordination and knowledge management within the sector. Its primary goal is to deliver accurate information to the appropriate audiences in a timely manner, while promoting positive organizational, behavioral, and environmental changes. This strategy was developed through a thorough consultative process, including a review of existing communication strategies, consultations with MNRE technical focal points, workshops with key stakeholders across various sectors, a SWOT analysis to assess communication strengths and weaknesses, a Knowledge, Attitude, and Practice (KAP) survey of sector stakeholders, and validation workshops to finalize the framework.
