National Environment Sector Plan (NESP) 2023-2027.

The National Environment Sector Plan (NESP) 2023–2027 sets Samoa’s sector strategy under the Ministry of Natural Resources and Environment (MNRE), aligning with the State of the Environment Report 2023, the Pathway for the Development of Samoa 2022–2026 and relevant regional and international commitments. It establishes a sector vision for a clean, sustainable and resilient environment and organises national priorities into four Long Term Outcomes covering sustainable natural resources, a resilient built environment, strengthened climate and disaster resilience, and robust sector governance. The Plan outlines strategic measures, costed action plans, cross‑cutting interventions, and fifty indicators for monitoring, alongside roles for government agencies, private sector, civil society, academia and development partners. Sector coordination is formalised through the National Environment Sector Steering Committee and the Environment Sector Coordination Division, with implementation estimated costs and monitoring structured through annual plans, budget cycles, sector reviews and a dedicated Monitoring, Evaluation and Learning framework.
