Abstract
The National Environmental Capacity Strategy and Action Plan is a national policy with a cross-sectoral approach. The purpose of this Strategy is to enhance environmental capacity for development particularly in the three thematic areas of biodiversity, climate change and land degradation, in accordance with the obligations and requirements of the United Nations Convention on Biological Diversity, United Nations Framework Convention on Climate Change and United Nations Convention to Combat Desertification.
Sustainable water resources management will be ensured to provide appropriate and sufficient quantities of safe water for all. Sustainable supply of suitable quality water will be provided to communities.
Sustainable water resources management will be ensured through sustainable catchment management programmes, effective mechanism for the assessment and monitoring of water resources, and monitoring and evaluation of national water resources related policies and strategies. Farming practices will be carried out according to water conservation strategies. Land degradation will be prevented through effective land use planning and management. Moreover, system of land zoning will be established for land development processes. An integrated coastal land management plan will be developed taking into account coastal degraded land areas, coastal vegetation and coastal protection structures. Furthermore, farmers' awareness will be raised on sustainable land management practices. In addition to that, agro-forestry, sustainable logging practices and sustainable agricultural practices will be promoted to prevent soil fertility decline, land degradation, deforestation, loss of native ecosystems and species, and the introduction and outbreak of pests and invasive species. Sustainable forest management will be promoted to ensure biodiversity conservation and ecosystem preservation.
Public participation will be promoted to achieve the objectives of this Strategy. Environmental issues will be promoted in youth and women committee programmes by the Ministry of Women, Social and Community Development.
This Environmental Capacity Strategy sets forth actions and strategies for national capacity development with a participatory approach from both the local and community level and the national level in order to provide basis for further projects on capacity development and environmental concerns in accordance with the Multilateral Environmental Agreements. Therefore, a National Environment Committee will be established to strengthen Multilateral Environmental Agreements' recognition and overall management and implementation of environmental initiatives that address environmental concerns. An effective coordination and networking system will be established to promote cross-sectoral cooperation. Environmental issues will be integrated into the sectoral policies. The capacities of institutions and financial mechanisms will be enhanced. The enforcement of environmental policies and legislations will be strengthened. An adequate institutional data and information management and dissemination mechanism will be established. Public awareness will be raised through improved access to environmental data as well as communication tools and strategies. Environmental issues will be integrated into education curriculum by the Ministry of Education, Sports and Culture.
Climate change adaptation and mitigation will be integrated into the policies regarding agriculture, forestry, coastal zone management. Standards will be developed for Coastal Hazard Zones.
The Ministry of Natural Resources and Environment shall be responsible for the implementation of environmental projects. As an executive agency, the Ministry of Natural Resources and Environment shall develop annual implementation plans for this Strategy and shall be responsible for monitoring and evaluation of each environmental project.
