National Policy on Community Economic Development 2021-2031.

The National Policy on Community Economic Development (2021–2031) sets a ten‑year framework to expand inclusive local economic opportunities for vulnerable individuals, families and villages in Samoa, focusing on three core outcomes: developing micro and small enterprises, improving access to decent employment, and strengthening financial literacy and sustainable livelihoods. It outlines cross‑cutting strategies on partnerships, capacity building, data‑driven decision‑making and supportive regulation, supported by measures such as business incubation, value‑chain development, enterprise support, vocational training linkages, employment‑matching systems and tailored financial‑inclusion initiatives. Implementation is led by the Ministry of Women, Community and Social Development with oversight from a sector steering committee, and relies on coordinated engagement across government, civil society and development partners, with monitoring structured through annual plans, regular reporting, mid‑term review, independent evaluation and strengthened data systems.
