Abstract
Samoa 2040 is a national policy with a multi-sectoral approach. This policy sets out strategies for a 20-year time horizon. The purpose of this policy is to provide a pathway towards transformational change to the economy to sustainably increase the incomes and employment of all Samoans, allowing each citizen the opportunity to pursue the best, most productive life possible.
The availability of high-quality fresh food will be improved to promote improved nutrition and reduce the incidence of communicable and non-communicable diseases. Measures will be taken to ensure food security against natural and man-made disasters. Moreover, the efficiency of production will be increased in the agriculture, livestock and fisheries sector due to the lessons learned from the COVID-19 pandemic which has put pressure on global trade linkages and reduced the amount of foreign exchange available to fund food imports. The domestic production of fruit, vegetables, livestock, and fish will be increased and the consumption of locally produced food will be promoted for a healthier diet for Samoans.
The overexploitation of fishing resources will be avoided to preserve longer-term sustainability. Community-Based Fisheries Management Plans will be used to strengthen the management of coastal fisheries. Coastal fisheries resources will be protected against the use of destructive fishing practices. In addition, measures will be taken against IUU fishing to ensure sustainability of offshore fisheries.
Income generating opportunities will be increased in tourism, agriculture and fishing, digital economy, and labour mobility in order to boost economic growth, create employment, generate government revenues and raise standards of living. Extension services and technical information and data on good agricultural practices, organic farming, pest control, livestock diseases, use of pesticides and compliance with export markets will be provided to farmers. Furthermore, farmers will be supported for their transition from subsistence agriculture to semi-commercial and commercial production through the promotion of larger-scale farming, cooperative arrangements and producer organizations.
Economic growth will be achieved through reforms and investments with a special emphasis in four key growth areas, i.e. tourism, agriculture and fishing, development of a digital economy, and labour mobility. New opportunities will be provided for Samoans through new information and communication technologies to participate in overseas value chains and provide services for external markets. The policy and regulatory frameworks will be updated to support the private sector in order to ensure long-term sustainability. The negative impacts of tourism on local ecosystems and communities will be minimized to sustain the contribution of the tourism sector to the economy by creating jobs and boosting incomes, whilst promoting cultural traditions and the conservation of the environment. Fishing sector will be developed to boost import substitution, increase the value of exports, and provide transhipment services.
Investment in climate-resilient physical infrastructure will be strengthened for building resilience to external shocks, including natural disasters, public health emergencies, and the effects of climate change. New climate-smart technologies and farming techniques will be applied to reduce the negative impacts of climate change on agriculture as well as to ensure resilient food systems.
