Abstract
The Samoa Food Systems Report informs a strategic pathway aimed at transforming national food systems to achieve a resilient, inclusive, and health-oriented framework in which no one is left behind, while ensuring sustainable food and nutritional security and access to affordable, healthy diets. The Samoa Food Systems Pathway 2030 advances this objective through a comprehensive set of interrelated actions, including the transformation of the agriculture sector to enhance local production; the strengthening of enabling policy, institutional, and regulatory environments; and the promotion of evidence-based decision-making across all components of the food system. It further emphasizes the adoption of sustainable consumption patterns through improved policy and regulatory measures, the revitalization and consumption of traditional local foods, and the enhancement of nutrition education at the community level. The pathway also underscores the importance of integrating traditional knowledge into nature-positive production practices, strengthening extension services to improve collaboration among stakeholders in the food value chain, and reinforcing environmental protection frameworks with effective monitoring and evaluation mechanisms. In addition, it promotes inclusive stakeholder engagement—particularly of vulnerable groups—while advancing the active participation of women and youth, and recognizing the central role of communities and cultural values in supporting equitable livelihoods and sustainable food system development. The policy emphasizes the necessity of building climate-resilient practices and strengthening resource capacity to support sustainable agricultural development in the face of environmental and climatic challenges. It further underscores the importance of adopting appropriate social protection measures to mitigate the adverse impacts of shocks on food supply chains and consumption patterns, thereby safeguarding vulnerable populations and ensuring continuity in access to adequate and nutritious food.
