Samoa’s National Infrastructure Strategic Plan (2011) sets medium‑term priorities for national infrastructure in alignment with the Strategy for the Development of Samoa 2008–2012, covering energy, telecommunications, water supply, sanitation, solid waste, transport by road, sea and air, and cross‑sector initiatives; it proposes investments in renewable energy, improved telecommunications connectivity, reliable and affordable water services, upgraded sanitation systems, resilient road development, improved port and ferry facilities, and enhanced airport safety, while emphasising completion of major ongoing programmes, presenting a costed and sequenced pipeline of further projects, and outlining implementation arrangements centred on a strengthened role for the Ministry of Works, Transport and Infrastructure, improved asset management and project appraisal, capacity building for state‑owned enterprises, a mixed funding strategy combining government resources, concessional finance and development partner support, and provisions for monitoring, updates and maintenance planning.
