Abstract
The NISSAP 2019-2024 is an updated version of the initial NISAP 2008-2011, aligning with Samoa’s National Biodiversity Strategy and Action Plan (NBSAP) 2015-2020 and the Aichi Biodiversity Targets. The Policy was developed over nine months through extensive consultations and workshops, aiming to strengthen Samoa’s biosecurity, border control, and sustainable invasive species management. The NISSAP aims to mitigate the negative impacts of invasive species on Samoa’s environment, communities, and livelihoods by aligning with Target 9 of the NBSAP. This target focuses on identifying and prioritizing invasive species, controlling or eradicating them, and implementing measures to prevent their introduction. NISSAP follows the three Key Thematic Areas from the Pacific’s Invasive Species Management Guidelines, which establish a comprehensive framework, enhance action and implementation, improve efficiency through cooperation, guide international and regional agencies, support country programs, and aid in strategic fundraising efforts.

The Policy provides for generating support, capacity building, law institutionalisation, information and research through establishing databases and monitoring programs; and risk assessment.
