SAMOA National Quality Policy (2025-2030).

The National Quality Policy sets out Samoa’s position on the quality of goods and services and the need for a coherent national quality infrastructure to support competitiveness, health, safety, consumer protection and environmental integrity. It defines the core functions of the national quality system—standardization, scientific and legal metrology, accreditation, inspection, testing, certification and market surveillance—and links these to trade facilitation, obligations under international technical and sanitary frameworks, and value chains in sectors such as agriculture and fisheries. The Policy aims to align national quality systems with international practice, establish an effective framework for technical regulations, improve public‑sector service quality, strengthen private‑sector development and promote a national culture of quality. Key measures include reinforcing the national standards institution, expanding metrology and testing capacity, securing pathways for accreditation and promoting the use of accredited inspection and certification services. Implementation is led by the Ministry of Commerce, Industry and Labour through a national coordination committee, supported by sector ministries and stakeholders, with a five‑year plan outlining activities, responsibilities, indicators, budgets and provisions for legal updates, financing and monitoring and evaluation.
