Abstract
The Samoa Tourism Sector Plan 2022–2027 establishes the national tourism strategy for the period 2022–2027, updating the previous 2014–2019 plan in response to the impacts of the 2019 measles outbreak and the COVID-19 pandemic. It sets out the vision, mission and strategic framework for tourism development, aligning the sector with national policies, including Samoa 2040, the Pathway for the Development of Samoa 2021–2026, and the Sustainable Development Goals (SDGs) 2030. The Plan provides an evidence-based assessment of pre-pandemic tourism performance and analyses pandemic impacts on visitor demand, employment and tourism enterprises. It identifies six strategic objectives covering tourism recovery, product development, accessibility and infrastructure, investment and business enabling conditions, workforce development, and emergency preparedness, supported by 81 actions across short-, medium- and long-term horizons. Measures include marketing and market engagement, tourism product upgrades, accommodation standards, transport connectivity, investment mechanisms, skills development, climate resilience, disaster preparedness and public health readiness. The Plan establishes governance and implementation arrangements involving relevant institutions and stakeholders, defines monitoring indicators and targets, and outlines financing approaches and risk-management measures to support a resilient, sustainable and evidence-based recovery of Samoa’s tourism sector.
