Abstract
The overall Vision of this Strategy is defined as follows “Accelerating Sustainable Development and Broadening Opportunities for All”. The document is the eighth publication in the Strategy for the Development of Samoa (SDS) series. It identifies the four Priority Areas of development and 14 Key Outcomes to be achieved for Samoa over the next four fiscal years. Strategic outcomes and indicators for each Key Outcome have been identified, developed and tested through a rigorous government, community and industry consultation process led initially by each of the 14 sector planning coordinating groups and consolidated through public consultations in both Savii and Upolu. The Government of Samoa has aligned the intent in this Strategy with the globally agreed Sustainable Development Goals and the Small Island Developing States (SIDS) Accelerated Modality of Action (SAMOA) Pathway. The government is committed to engaging stakeholders to help to guide the development of Samoa over the next four years.
In particular, the First Priority Area is of Economic nature and identifies 5 Key Outcomes: Macro-economic Resilience Increased and Sustained (1); Agriculture and Fisheries Productivity Increased (2); Export Products Increased (3); Tourism Development and Performance Improved (4); Participation of Private Sector Development Enhanced (5). Priority Area Two considers Social aspects and identifies 3 Key Outcomes: A Healthy Samoa and Well Being Promoted (6); Quality Education and Training Improved (7); Social Institutions Strengthened (8). The Third Area concerns Infrastructure and specifies the following Key Outcome: Access to Clean Water and Sanitation Sustained (9); Transport Systems and Networks Improved (10); Improved and Affordable Country Wide ICT Connectivity (11); Quality Energy Supply (12).Priority Area Four is on Environment and identifies the following Key Outcomes: Environmental Resilience Improved (13); Climate and Disaster Resilience Increased (14). Section 3 deals with Review of the Implementation and Outcomes of the Strategy for the Development of Samoa 2012-2016.
