Abstract
This Law, comprising 28 articles, seeks to develop, regulate, and safeguard industrial activity, while diversifying its technological and production base, strengthening its competitiveness and capabilities, and promoting reliance on local raw materials. It applies to all industrial establishments across various sectors, except for those engaged in military production and in the exploration and extraction of oil, natural minerals, and gas, which are governed by separate legislation. Under Article 5, the Ministry is tasked with supervising and overseeing all industrial activities, regardless of size or legal form. Additionally, Article 11 mandates the Ministry to assess industrial development needs, plan, organize, and promote industrial zones in coordination with relevant authorities, while ensuring that allocated land is used exclusively for industrial purposes and complies with environmental and safety requirements. Government entities involved in industrial projects must coordinate with the Ministry, provide the required information, and adhere to its rules and conditions. In addition, the Ministry is responsible for promoting and developing industrial activity, with key responsibilities including (i) preparing and monitoring industrial strategies and plans; (ii) conducting comprehensive industrial surveys and publishing their results; (iii) supervising industrial zones in coordination with local authorities; (iv) supporting the establishment and development of private sector industrial zones; (v) providing guidance and advice on industrial projects; (vi) enhancing the skills and capabilities of the industrial workforce; (vii) fostering research, innovation, and investment in industry; (viii) encouraging women's participation in industrial activities; (ix) promoting environmentally friendly and sustainable industrial practices.
Chapter 3, Organization of Industrial Activity, tasks the Ministry with regulating industrial establishments through registration, setting requirements for project establishment and safety and environmental standards, monitoring compliance, and contributing to the development of industrial product standards. Chapter 4 tasks the Ministry with promoting national industries by collecting and publishing data, identifying investment opportunities (especially those using local resources), enhancing international cooperation, and preparing feasibility studies, particularly for SMEs. For small industries, the Ministry provides support through specialized studies, strategic plans, and targeted programs, while promoting and overseeing industrial cooperatives and offering various incentives. A dedicated committee is tasked with advancing small-industry projects, and 20% of the land in industrial zones is specifically allocated for small-scale enterprises. Chapter 9 outlines the penalties for violations committed by industrial establishments.
