Abstract
This National Agriculture and Fisheries Strategy and Investment Plan 2024-2030 (NAFSIP) is a forward-looking framework designed to transform the agriculture and fisheries sectors. Crafted through a collaborative effort involving diverse stakeholders from both the public and private sectors, as well as international partners, this Plan is underpinned by the technical guidance of the FAO's Hand-in-Hand initiative. It aims to bolster the 2030 Agenda's goals, especially targeting poverty reduction (SDG 1) and hunger elimination (SDG 2). The NAFSIP presents a holistic and intersectoral approach, offering detailed policy and investment guidelines to foster a resilient, competitive agrifood sector that drives economic growth, creates jobs, and ensures food and nutrition security. It embodies a clear vision and strategic direction for leveraging agriculture and fisheries as catalysts for sustainable development and social inclusion. Structured around five main pillars, the NAFSIP sets forth a series of targeted investment programs. These pillars are designed to (1) enhance diets and feeding practices among vulnerable groups, leading to substantial improvements in the health and nutrition and porductivity of household members; (2) improve the performance and competitiveness of nutrition-sensitive value chains that, sustainably increased, result in increased availability of nutrition food in the country, greater incomes for value chain actors, and improved household access to diversified diets; (3) promote sustainable and climate-resilient natural resource management so that communities in rural areas and their institutions are able to plan manage and utilize natural resources, including water, pasture, agricultural land and aquatic resources in a sustainable and inclusive manner; (4) boost socio-economic inclusion within the agrifood sector contributing to increase poor, food insecure and vulnerable households' economic access to food; and (5) strengthen governance to support the achievement of SDG 1 and SDG 2 in a manner that the relevant national institutions in the country effectively coordinate to mobilize and allocate resources and implement investments to strengthen agriculture, food and nutrition security and resilience. These pillars are underpinned by five key elements: institutional and governance strengthening, promoting inclusion, adopting climate-smart practices, rebuilding infrastructure, and encouraging private sector involvement. Together, these form the foundation for transformative change in Yemen’s agrifood sector, aiming for a resilient, competitive industry and reduced food insecurity and malnutrition.
The NAFSIP's investment strategy aligns with national goals, focusing on enhancing food and nutrition security, livelihoods, resilience, and socio-economic inclusion through five key investment areas. These areas comprise a blend of short and medium-term initiatives designed for scalable, broad-based support to alleviate poverty and bolster food security. The financing model incorporates existing development funds, projected resources based on historical trends, and identifies the financial shortfall necessary to meet its objectives. It leverages funds from both public (government, donors, international financial institutions) and private (foundations, personal donations, private investors) sectors. Investments in water and natural resource management are deemed vital for enhancing household nutrition, food security, and agricultural productivity. Additionally, the Plan acknowledges the socio-economic and political significance of water and natural resource management for improving livelihoods and fostering sustainable development in Yemen.
