Republican Resolution on Law No. 37 of 1991 on the Territorial Sea, Contiguous Zone, Exclusive Economic Zone and Continental Shelf.

This Resolution is composed of 7 Sections divided into 26 articles: Terms and definitions (I); Territorial Sea and contiguous zone (II); Exclusive Economic Zone (III); Continental Shelf (IV); Marine borders (V); Insular zone (VI); Final and General provisions (VII). The Yemeni Territorial Sea extends up to 12 nautical miles from the mean low water mark adjacent to land, or from internal waters (art. 4). Foreign ships shall have the right to pass across the Yemeni Territorial Sea as long as this does not prejudice the sovereignty and security of the Republic of Yemen (art. 7). Article 9 sets out conditions for foreign nuclear ships and submarines crossing the Territorial Sea. All ships with free-pass in the Territorial Sea shall respect Yemeni Laws and the international rules on navigation (art. 11). The external border of the Contiguous Zone is 24 nautical miles from the baseline mentioned in article 4 (art. 12). The EEZ is 200 nautical miles from the Territorial Sea baseline (art. 14). The Competent Authority shall have the right to exploit, discover and manage all natural resources in the Continental Shelf as well as create, prepare, and use the necessary installations and establishments, and regulate the scientific research, marine environmental protection and marine pollution control (art. 17).
