Republican Resolution No. 218 of 2004 on the organizational by-law of the Ministry of Water and Environment.

This Resolution aims at identifying the tasks of the Ministry, as: to develop and review legislation pertaining to authorities and institutions under its responsability; to protect the environment, ensure its safety and equilibrium, rehabilitate its natural mechanisms and maintain biodiversity; to formulate plans to mitigate natural ecological and water disasters in coordination with concerned parties. In addition to that, the Ministry shall adopt measures and means aimed at controlling different forms of pollution and avoiding direct and indirect negative consequences.
The Law consists of 27 articles divided into 4 Sections: Naming, objectives and competencies (I); Tasks and functions of the ministry's leadership (II) which is divided into Tasks and functions of the Minister (Chap. 1), Tasks and functions of the Under Secretary (Chap. 2), Ministry Council (Chap. 3); Organizational structure of the Ministry (III) which is divided into Organization of the Ministry - organizational structure (Chap. 1), Tasks and functions of the general administrations (Chap. 2), Joint tasks of the general administrations (Chap. 3), General principles of the organization and performance of the functions of the Ministry (Chap. 4); Final provisions (IV).
