Yemen National Implementation Plan for POPs.

This National Imlementation Plan for POPs is a nationwide sectoral document aiming at (i) developing a sustainable policy; (ii) ensuring the protection of human health and the environment from the impact of POPs by developing and regularly improving the most effective and optimal POPs management system. Guiding principles of the policy are (i) obtain a thorough image of the risk caused by POPs to the population and environment by identifying the location of the sites, their scale and their urgency; (ii) protect human health and the environment from the harmful impact of POPs by reducing POPs emissions and leakages, as well as gradually ceasing the use of POPs or POP-containing equipment; (iii) promote the cooperation between individuals and entities directly or indirectly involved in POPs created problems; and (iv) attract donations to promote a decrease or elimination of the risk caused by POPs to human health or the environment.
In order to attain the goal of protecting human health and the environment from POPs in the short-term, medium-term or long-term period, the following tasks need to be undertaken (i) ensure the compliance of Yemeni legislations with the requirements of the Convention and Protocol; (ii) resolve the waste management problems related to pesticide usage; (iii) develop the necessary institutional and technological basis for the safe waste management of PCB containing waste, as well as implement their timely and safe collection and elimination; (iv) improve the monitoring of POPs emissions and implement preventive measures to decrease their emissions; (v) complete the planned POPs polluted site assessments and management; (vi) create a system for the exchange of focused information and experience among local, regional and international institutions; (vii) educate the target groups most affected by POPs about the potential harm from these substances and the possibilities for reducing their quantity; (viii) collect data on POPs concentrations in humans and food products to facilitate future planning; (ix) ensure the efficient control of POPs distribution and optimize the monitoring of POPs polluted sites; (x) develop an efficient cooperation between stakeholders and concerned State institutions, NGOs and scientific research institutions; (xi) inform and educate enterprises and the population on POPs emission sources and improve public awareness about the choice of alternative materials; and (xii) reduce the quantities of POPs generated by human activity and promote the sustainable use of natural resources.
