Yemen's Strategic Vision 2025.

The Yemen Strategic Vision is a multi-sectoral national strategy that encompasses ambitions, perspectives and goals to attain by 2025, in order to place Yemen in the rank of countries with middle human development with a diversified economy and social, scientific, cultural and political progress. The objectives include agricultural development, improving the management of water resources, ensuring food and water security, creating job opportunities and improving health services.
Priority will be given to overcome the challenge of food and water security. The strategy aims at halving food poverty by 2015 and its complete elimination by 2025. The aim is to reduce maternal and infant mortality rates.
Another specific objective is to increase agricultural production. Traditional irrigation methods will be improved and modern irrigation techniques will be introduced. The increase in the cultivation of coffee, potatoes and other cost efficient crops will be promoted. Additionally, the production of vegetables will be increased. Cult cultivation and consumption will be reduced gradually in order to reduce water depletion. Priority will be given to water resource management and modernized culture farms for fish and aquatic animals will be established.
The strategy gives specific attention to small farmers with low incomes. Non-farming activities will also be promoted to generate income in rural areas. Job opportunities and equitable distribution of income will be enabled for poverty reduction. The participation of women in economic activities will be increased.
Further the Vision pursues more inclusive and efficient agricultural and food systems. In particular emphasis is given to the improvement of agro-industries, especially as regards water desalination, preserving and marketing of fish products, improving seed breeds and use of fertilizers. In addition, appropriate technology will be identified and adopted. Research activities and laboratories regarding fisheries will be supported. To raise productivity and to improve quality and competitiveness in fisheries sector, focus will be given to modern technologies in culture breeding, fishing, refrigeration, storage, canning and marketing of fish products. The instrument promotes: partnerships between the public and private sector for investment purposes; scientific research in agriculture; funding; technology transfer.
Environmental protection issues are dealt with as well. In recognition of the relationship between the environment and development, the document recalls the importance of directing attention to research and development in this field. The priorities of environment activities encompass supporting water management, preventing the pollution of water basins, halting the deterioration of land and rangeland resources, regulating waste management and industrial emissions, the management of the coastline and preventing pollution of the marine environment, as well as studying the impact of climate change and desertification.
