Act no. 13 of 2005, Intergovernmental Relations Framework Act.

This Act, on the basis of the principle of cooperative government, provides for the realisation of a framework for the national, provincial and local governments, and all organs of State to facilitate the implementation of Policies and legislation concerning: realisation of national priorities, effective provisions of services, need for government to redress poverty, underdevelopment, marginalisation of people and local communities, settlement of disputes between the national, provincial, and local governments; consultation, cooperation and sharing information with other organs of state. The Act defines the following intergovernmental structure: President’s Coordinating Council, the National intergovernmental Forums, the Provincial intergovernmental Forums, the Municipal intergovernmental Forums. Further provisions of the Act include: conduct of intergovernmental relations, implementation protocols, settlement of intergovernmental disputes, ministerial power to issue Regulations on the implementation of this Act.
