Abstract
This Agreement between the Government of South Africa and the Kingdom of Lesotho, consisting of 15 articles, establishes a Bi-National Commission with the following objectives: guiding the strategic partnership between the Parties; promoting the mutually beneficial economic integration and reducing the existing economic disparities; promoting cooperation in the field of science and technology; improving good governance, social, cultural, humanitarian and political cooperation; facilitating the contacts between public and private sectors of the Parties; maintaining peace and security between the countries and general stability in the Southern African region; facilitating the movement of people, goods and services between the Parties.
The Agreement specifies: the composition of the Commission; its purposes, meetings, decisions; the record of the deliberations; working groups; the conclusion of sector-specific agreements; financial arrangements; settlement of disputes through negotiation or consultation; entry into force, duration and termination of the Agreement. In order to facilitate the co-operation between the Parties, the Agreement provides for the establishment of clusters in various areas, including: health, local government, water affairs, trade and industry, environmental affairs, land affairs, agriculture, forestry, disaster management.
