Abstract
This Strategic Plan moves from the consideration that agriculture is one of the important sectors of the South African economy with the greatest potential for economic growth and job creation, therefore the Plan focuses on: export of local products; strengthening of our animal health and biosecurity measures; management of risks associated with animal and plant pests, diseases and genetically modified organisms; implementation of spatial planning and land use management systems; transformation of land ownership patterns and access to land, in order to promote social and economic inclusion, and prioritise youth, women, persons with disabilities and farmers on communal land; inclusion of rural areas in the economic activities of this country, in order to overcome poverty and unemployment, and ensure the population food security and basic services; improving farmers’ activities through the creation of farmer production support units.
The mission of this Strategic Plan concerns the realisation of land reform, the improvement of rural development and the agricultural production, in order to stimulate economic development and food security through: agrarian reform; transformation of land ownership patterns; sustainable livelihoods and innovative agriculture; integrated rural development; promotion of access to opportunities for youth, women and other vulnerable groups; diversification of agricultural commodities, including: crops, fruits, sugar and sugarcane, meat, wool and eggs, milk and dairy products. The Strategic Plan develops seven outcomes, around which the departmental functions are organised: 1) improved governance and services; 2) spatial transformation and effective land administration; 3) equitable access to land and producer support; 4) increased production in the agricultural sector; 5) increased market access and maintenance of existing markets; 6) integrated and inclusive rural economy; 7) enhanced biosecurity and effective disaster risk reduction. Particularly, the outcomes concern: allocation of land to smallholders, for facilitating commercialisation of products; sustainable use of natural resources, technologies and management of risks; safety of exported products and food and protection of the environment.
