Abstract
This Notice amends both (1) the Alien and Invasive Species List of 2016 by removing the Black Rhinoceros (Diceros bicornis michaeli Zukowsky, 1965), specifically the Kenyan subspecies; (2) the lists of critically endangered, endangered, vulnerable, and protected species of 2007 by inserting the Eastern black rhinoceros (Diceros bicornis michaeli) into the Category of Protected Species, Mammalia. Under the Transitional Provisions, it is stated that anyone involved with Black Rhinoceros activities - whether currently permitted, having previously applied, unpermitted, or initiating new actions - must obtain a new permit and also comply with Rhinoceros Norms and Standards if possessing, controlling, or intending to hunt a specimen.
