Abstract
This Act applies to all economic activities having effects within the territory of the Republic with the purpose of fostering economic growth and development, raising incomes and promoting investment and employment in the Republic and within the Common Customs Area, through an effective administration system of international trade. According to the definitions provided, the Act defines goods as all wares, articles, merchandise, animals, currency. material or objects of whatsoever nature. Matters covered by this Act concern: implementation of the Southern African Customs Union (SACU) Agreements; Ministerial powers to regulate imports and exports, including classification of goods according to their impact on natural environment and the use of non-renewable resources in their production; establishment and constitution of the international trade administration commission; functions of commission, including: customs duties, anti-dumping duties, issuing of permits and certificates, public information and reporting; staff, finances and administration of commission.
Other matters covered by this Act include: import and export control permits; customs duty applications; consideration of alleged dumping and subsided exports; powers of investigative search and inspections, including: appointment of investigating officers, import and export control inspections; enforcement, offences, penalties. Attached schedules contain transitional provisions concerning the implementation of SACU Agreements.

An Act to establish the International Trade Administration Commission; to provide for the functions of the Commission and for the regulation of its procedures; to provide for the implementation of certain aspects of the Southern African Customs Union (SACU) Agreement in the Republic; to provide, within the framework of the SACU Agreement, for continued control of import and export of goods and amendment of customs duties; and to provide for matters connected therewith.
