Abstract
Section 2 empowers the Minister of Land Affairs to delegate any power conferred upon him or her by or under a law regarding land matters to a premier or member of the Executive Council of a Province or any officer contemplated in section 1 of the Local Government Transition Act, 1993. The power delegated shall be exercised subject to directions of the Minister. The Premier or a member of the Executive Council may again delegate the power delegated to him or her to specified local government officials. The President may, by proclamation in the Gazette, assign the administration of a law reading land matters to a Premier of a province or reassign the administration of a law assigned to a Premier to a Minister referred to in section 88 of the Constitution. The President is granted certain powers with respect to modification of the law and regulation making in the case of assignment by him or her of administration of a law in terms of this Act. The President is also granted certain legislation making or amending powers for the purpose of uniformity of laws in respect of land matters. Repeal, amendment or adaptation of any law shall be done by Proclamation published in the Gazette.
