Abstract
This Policy on the allocation and management of fishing rights in the Hake Deep-Sea Trawl fishery is issued by the Minister of Forestry, Fisheries and the Environment, and must be read in conjunction with the General Policy on the allocation of commercial fishing rights: 2021. The Policy recognises the need to promote equitable access to marine living resources and to utilise them in a sustainable way, in accordance with the ecosystems approach to fisheries management. The Policy provides for: description, history and management of the fishery, including species of Cape Hake, number of right holders and vessels, certifications. Within the framework of the General Policy’s broader objectives, this Policy defines the following specific objectives: 1) broaden access to the deep-sea trawl fishery to the extent possible, while minimising economic disruption; 2) reallocation of existing fishing rights to historically disadvantaged persons; 3) local economic development promotion through investments in marketing in economically depressed areas; 4) promotion of right holders’ participation. Matters covered by this Policy include: granting of fishing rights, their duration, total allowable catch; evaluation criteria; allocation methodology; monitoring and evaluation of the Policy; contraventions.
