Abstract
This Policy on Whale and Dolphin Watching (“BBWW”) intends to guide the process and decision making for the second permit allocation process for boat-based whale and dolphin watching permits. The policy must be read with the Threatened or Protected Marine Species Regulations, 2017 published under the National Environmental Management: Biodiversity Act, 2004 (BBWW Regulations). The objectives of this Policy are to: supplement the Regulations to manage the South African BBWW industry through the allocation of a sustainable number of permits; transform the BBWW industry in line with Broad Based Black Economic Empowerment (B-BBEE)Tourism Sector Codes and the Broad Based Black Economic Empowerment Act; set out procedures and assessment criteria which will guide the evaluation and allocation of permits; and outline a process to be followed in the allocation of permits.
