Abstract
These Regulations, comprising 41 articles, revise the original framework by introducing a comprehensive, compliance-driven regime aligned with international standards. They significantly strengthen and expand requirements across the system: applications (Reg. 2) now require detailed technical documentation, ISO/GMP compliance, inspections, and specific provisions (e.g., pet food and daughter registrations); approvals (Reg. 3) are subject to stricter criteria covering safety, environmental impact, ingredient restrictions, and manufacturing standards; and refusals (Regs. 4–5) are set out on clearer, more structured grounds.
The registration of animal feed evolves from a single provision (Reg. 6) into a multi-tiered system, accompanied by more detailed renewal procedures and defined deadlines. Labelling requirements are also tightened, mandating comprehensive information such as composition, batch identification, traceability, and nutritional claims to enhance transparency and consumer protection.
Manufacturing and quality control provisions are reinforced through mandatory quality management systems, traceability records, hazard reporting, laboratory access, and document control. The amendments further address the import regime, introduce stricter technical standards - including prohibited ingredient lists (e.g., sewage sludge and waste), detailed nutrient and composition requirements, and safety thresholds - and establish more structured rules on appeals, fees, and payments.
